The second one only shows macaws on their page but their add said ringnecks, you may want to contact them and ask. And wow, I can see why you are having soo much trouble finding a breeder lol. Are you against having one shipped in? If you are I don't blame you, was just asking that way I can broaden the search. I'm sure one of the others will be on shortly and can maybe assist you as well.
